Contract Management Standard

Concern over the quality of management of public sector contracts has led to the Government publishing the Contract Management Standard (CMS) This is designed to act as a guide to best practice in the management of all public sector contracts. We have taken the standard and set out a document describing how this can be applied by suppliers to the management of their public sector contracts. The CMS it written for three levels of managemet which can be translated into management as organised within suppliers. These are

  • Foundation/Service Delivery
  • Expert/Middle Management
  • SRO/Senior Management - governance

In addition to the three levels, the Standard has been organised under eight areas of activity. This provides a very detailed guide as to exactly what public purchasers should be looking for as best practice in contract management at all levels within a supplier organisation. In setting out our document The Contract Management Standard Background and Checklist, we have set the CMS against the background of exactly how all funding, grants, contracts, etc work to implement the "Big Picture" in terms of both national and local government. It is important to understand that although government bodies may set policy, they have no means of implementing that policy except through funding. As a result all funding is a tool which is used to implement the policies the government wishes to see. But in order to achieve those changes effective contract management processes must be in place. The CMS is therefore a step in the process of achieving more effective policy outcomes for purchasers of all kinds.
