Some Confusion and Contradiction: Some Sorting Needed in New York K-12 Mathematics Standards

I am sitting, looking at the Algebra 1 curriculum. Could you look at what is written in red and then look at what is written in the last two sentences at the end of the screenshot? So, we are not supposed to present ax^2 + bx + c to be factored for values different from 1. Yet, simultaneously, students are supposed to make connections with factoring x^2 + bx + c and ax^2 + bx + c in exceptional cases when a is not 1. Did I miss something? Students should learn to commiserate and discover patterns in things that the teachers are told not to highlight!
