Estates around airports have become a scarce, valuable resource for industry suffering from perhaps over-conservative clearance requirements. Large airport projects such as at Navi Mumbai, Delhi, Kolkata and other metro cities demonstrate the conflict potential between urban planning and air traffic operator’s interests. From a scientific standpoint, existing regulations for departure / arrival procedure design, obstacle clearance evaluation and collision risk determination do not show congruent requirements with only two “somehow usable” target levels of safety (TLS) values in place: the CRM TLS? valid for the precision approach segment ending at OCA/H which is often far above the obstacle hot spots around airports.

Indian cities are witnessing immense demographic expansion due to migration from surrounding villages, leading to urban sprawl, housing demand, rise in cost of land. Many citizens all over India migrate to the cities for better jobs and education. Industries, trade and commerce activities and number of educational centers in cities attract floating population from all their surrounding villages and districts. This has expanded the cities in all directions and all aspects of development. With an urban sprawl of kilometers, these face the problems of congestion, pollution, everyday commuting to work place, competition, deforestation etc.

The feasibility and success of High Rise projects depends on the increasing use of available vertical space ( permissible height). Today high rise buildings are competing with the Aircrafts for the use of available vertical space.?
FSI granted by Municipal Corporations can be utilized only if a certain height of the building above ground is permitted by the Airport Authority of India.

A high degree of cooperation is required among Government, local authorities, Airport Operators and Property Owners to provide a safe environment for efficient operation of Aircrafts while allowing Vertical cities for Urban Development and optimum use of land for decongesting the Urban Sprawl.

Airport Authority of India which grants height clearance needs to establish special Airport Land use compatibility Planning Commissions ?(ALUCs) and to require them to prepare Airport vicinity land use plans in consultation with affected local governments and stakeholders.
Based on the FSI issued by the Urban Bodies, a required Top elevation map can be prepared for land around Aerodromes to enable design of OFS ( Obstacle free Surface ) and OES (Obstacle evaluation Surface) based on the new methodology proposed by ICAO. The procedure Design team of AAI can also keep in mind the required Top elevation for the land surrounding the Aerodromes such that the FSI can be utilized and the projects remain viable with minimum reduction in property value. This will also ensure that Top elevations cleared by AAI are not violated and demolitions are therefore not required.
This will ensure optimum sharing of vertical space between the sectors of ‘Aviation’ and ‘Urban Planning’ as envisaged in the Memorandum of Understanding (MoU) between Urban Development and Aviation signed by the Secretary General of the International Civil Aviation Organization, and the Executive Director of the United Nations Human Settlements Programme (UN-Habitat).
The MOU provides for UN-Habitat and ICAO to strengthen their cooperation with a view to advising States on technical and policy matters relating to aviation issues raised within the context of the sustainable integration of airports in urban areas and within national development programmes. It directly supports SDGs 9, 11, and 13, which respectively pertain to economic development, urban well-being, and climate change.
The relationship is reciprocal as urban conditions impact on aviation safety, navigation, efficiency, and security, and consequently the economic development of air connectivity and its environmental consequences.

This MOU calls for the strengthening of coordination efforts on the effective integration of civil aviation and urbanization into sustainable development frameworks at all levels. UN-Habitat and ICAO should continue to work together to produce new knowledge about the spatial relationship between Urban development and Aviation.
