ConCOVE stakeholder consultation on 2024 Vocational education and training reforms

Kia ora koutou,

As you may be aware, the Government is currently consulting on three interconnected proposals to redesign the Vocational Education and Training (VET) system in New Zealand.??

This is a significant opportunity to shape the future of our vocational education system, potentially for many years to come. As a consortium of industry and vocational education providers, ConCOVE is dedicated to reimagining the future of vocational education in Aotearoa New Zealand.??

We believe the function of the CoVEs has a critical role to play in the future of vocational education in New Zealand and will be responding to the consultation. While we will address the proposals we will also integrate the valuable insights gained from our projects.?

We are here for vocational excellence, not vocational mediocrity.?We want to see a VET system design that takes a long-term, forward-thinking view, that aligns with the needs of construction and infrastructure and our learners.?

Our call to action?

To deliver the vocational excellence we strive for, your voice needs to be heard. We urge you to review the proposals and consider the potential impact on your sector and the groups you represent.??

To express your views, a formal written submission is required. We appreciate that responding to the proposal involves a significant investment of your time, but we ask you to prioritise this task to support the redesign of New Zealand's future VET system.?

Areas for consideration?

We encourage you to consider the following areas when responding to the proposals:?

Future vision

  • Where is the system view of vocational education? Is what is being proposed likely to deliver long-term, sustainable vocational education for construction and infrastructure???

  • Where does innovation and research sit??

Industry voice?

  • What are impacts on industry voice through the proposals???

  • What are implications of standard setting and arranging industry training in the same place, or separately??

  • What are the implications of a competitive model around training delivery; on a spectrum of not competitive to highly competitive??

Funding?

  • What are the implications of removing the Learner Component for priority groups like Māori, Pasifika and women in the proposed funding models??

  • What is impact of moving funding from work-based training to fund industry standard-setting and the proposed polytech model??
