You are the most important part of the equation when selecting a concept.
Firstly, how experienced are you? Who are you hanging with who is around your level?
You need to know who you are and where you are on your progression. There is no point in writing massive budget scripts when you haven't proven that you are worth the 100 million dollar investment into your ideas. Yes there is the exception to the rule but most people in life have to work their way up the ladder.
Having said that, if you are hanging with Spielberg and the studio execs with 10 successful produced features under your belt, there is no point in writing a 1 million dollar feature because that's not the best chance of making big returns.
So when you look at your concept selection, and what you will write next, write something that is on the level of you and your peers at this moment in your careers. Write something that is perfect for everyone that you have access to.
High concept isn't just for the rich. If some backyard guys had $1000 dollars to make a pine box coffin set, they could have shot Buried. The key is to work within your means, what's best for your career, and then inside that world, come up with your high concepts.
The possibilities are endless. But picking the right possibility isn't always an easy thing to do. This is another way to pick out of those few awesome ideas you can't decide between. It just may be your ticket to the next level.
