"Comprehensive Support: Sweden's SEK 1.414 Billion Pledge" Largest Civilian Support Package for Ukraine Announced by Sweden

The Swedish government has announced the largest civilian support package to date for Ukraine, with a significant focus on addressing the most urgent necessities gripping the country amidst ongoing conflict. Mr. Benjamin Dousa, Minister for International Development Cooperation and Foreign Trade, stated, "We must strengthen Ukraine’s resilience in every possible way. The Ukrainians are defending both their own freedom and security and ours. This is why today we’re announcing Sweden’s largest civilian support package to date."

The new financial aid aims to meet critical needs such as energy supply, housing, medical care, mine clearance, ensuring safe schooling for children, vocational training for women, and support for war veterans. In total, the package commits SEK 1.414 billion in 2025 from the development assistance budget of Sweden, marking a significant increase in the nation's total support to Ukraine to an estimated SEK 7.8 billion for the year.

Jakob Forssmed, Minister for Social Affairs and Public Health, emphasized the crucial role of civil society, notably during times of war and crisis. An additional SEK 100 million will be directed towards the Ukrainian Red Cross to support their indispensable work on the ground.

Joar Forssell, the foreign policy spokesperson for the Liberal Party, and Aron Emilsson of the Sweden Democrats both underscored the importance of Sweden's support extending beyond military assistance to ensure broad and robust support for Ukraine is vital for the security of both Sweden and Europe.

The allocation of the support package will be distributed across various sectors and channels:

  • SEK 1 billion will be allocated via the EU’s Ukraine Facility for the energy sector, housing, and other initiatives to enhance societal resiliency and support Ukraine’s path to EU membership.
  • SEK 100 million to the World Bank’s URTF for reconstructing energy infrastructure, housing, health, and medical care, among other sectors.
  • SEK 100 million to the Ukrainian Red Cross for initiatives focusing on mental health, support for internally displaced people, and the establishment of community centers.
  • SEK 103 million to the UNDP for mine clearance and energy infrastructure repairs.
  • SEK 48.75 million to the UNFPA for emergency obstetric and maternal care, and initiatives for sexual and reproductive health and rights.
  • SEK 22.5 million to UN Women, with the aim to combat and prevent sexual and gender-based violence, and support civil society organizations that aid women's livelihoods.

Additionally, the Swedish International Development Cooperation Agency (Sida) decided to include various support measures in the package:

  • SEK 23 million for vocational training of 700 women and support for 100 war veterans to find work through the non-profit organization Beredskapslyftet.
  • SEK 17 million to the charity foundation savED to allow for safe, in-person schooling for children in conflict zones.
