8 个月It was a result of all of those crux why waterfall or sequential model didn’t work well for project ,they focused on detailed upfront planning rather than taking decision based on observation and experimentally thus accommodate change even late in the development life cycle like Agile .
Methinks whoever came up with a 13% project failure rate was being disingenuous. Or it could be they had very few projects. Most market analysts put the failure rate at north of 50%. I once came across a CIO who claimed 100% success rate, trouble was he instructed his PM's to throw over to the customer whatever was ready when time and money had been spent. When (not if) the customer complained new projects were commissioned to fix the issues with proceeding projects. Still some good advice.
