TOCCA offers a civics lesson: If passed, The Comprehensive Addiction and Recovery Act (CARA) of 2015 will provide up to $80 million in funding for prevention, treatment, and recovery; launch an evidence-based opiate and heroin treatment and interventions program to expand use of evidence-based treatment services and medications; expand and develop community-based recovery services in communities across the country; expand the availability of naloxone to law enforcement agencies and other first responders to help in the reversal of overdoses to save lives – among other things.
