1.??What progress do we have and what legislation is in force to carry out a control and more important: How do?we control this environmental impact?

The Secretary of Environment and Natural Resources published an article in March 2020, summarizing:

"In 2020, Mexico reaffirms its commitment to reduce 22% of GHG and 51% of Black Carbon (BC) in an unconditioned manner, which could be increased to no more than 36% of GHG and 70% of BC in a conditioned manner to the transfer of technology and financing among other requirements and conditions; to increase ambition in the eight sectors that contribute to emissions reductions: Transportation, Electric Power Generation, Oil and Gas, Waste, Industry, Residential and Commercial, Agriculture and Livestock and Land Use, Land Use Change and Forestry (USCUSS)."

And now, more than a year later, what progress do we have?

There is a great deal of information in the press on this subject. Of course, it is not easy to find one hundred percent reliable results, but comparing a fairly large database of different articles leads us to the following conclusion:

The pandemic situation with its important impact on the economy also has as a consequence a reduction in the movement of people and of course ...... we all know the home office. The reduction in economic activities led us to a significant drop in both energy consumption and CO2 emissions.

But these are short-term trends. Economies globally are recovering, and we are already noticing a significant increase in the 2 parameters mentioned above. We do not yet have the current data for this year, but the estimates for the first quarter speak a very clear language.

We must prepare in Mexico for a more applied control of Semarnat. Since last year we have a new update in Mexico that defines the maximum permissible environmental impact. We are talking about the

2.?Bases OFICIAL MEXICANA STANDART NOM-085-SEMARNAT-2011

?Standard NOM-085-SEMARNAT-2011 establishes the maximum permissible emission levels of smoke, dust particles, carbon monoxide (CO), sulfur dioxide (SO2) and nitrogen oxides (NOx) from indirect heating combustion equipment, using conventional fuels or their mixtures, in order to protect air quality (summary).

a)?The maximum permissible emission levels of smoke,?dust?particles, carbon monoxide (CO), sulphur dioxide (SO2) and nitrogen oxides (NOX)?from indirect heating combustion equipment are established?on the basis of the rated thermal capacity of the equipment, the type of fuel, the location of the fixed source and the reference conditions,?in Table 1 for existing sistems and in Table 2 for new sistems.

?b)?Those responsible for the fixed sources referred to in this Official Mexican Standard must keep the operation and maintenance log of the indirect heating combustion and emission control equipment, either in printed or electronic format. The log must be available for review by the environmental authority within the scope of its competence and must have at least the following information:?

  • Name, brand and nominal thermal capacity of the combustion equipment, and in case of having emission control and pollutant measurement equipment, its name and brand.
  • The daily records will state: date, shift, fuel consumption and type, percentage of the design capacity at which the equipment operated, average temperature of the stack gases and any other data that the operator considers necessary in an observation section.

c. Fixed sources where combustion equipment greater than?1 000 GJ/h using fuels with a sulphur content greater than 1% installed for the first time must have Continuous Emission Monitoring Systems (CEMS) to measure SO2, opacity and O2

?d.?In case of using emission control equipment or systems to meet the emission levels of Tables 1 and 2,?such systems must operate at least 90% of the total operating time in?a calendar year of the combustion equipment.

?e.?The companies that supply the fuels regulated in this Official Mexican Standard must comply with the quality specifications established by current regulations

?f. Failure to comply with this Official Mexican Standard will be sanctioned in accordance with the provisions of the General Law of Ecological Balance and Environmental Protection, its Regulations on prevention and control of Air Pollution, the Federal Law on Metrology and Standardization, and other applicable legal systems.

g.?Penalties for Non-Compliance (1st semester 2023)


3.??Solution for the control of flue gas composition

CEMS?The CEMS (Continuous Emission Monitoring System) gas analyzer type SWG200 is a complete system from the extraction of the gas from the chimney, the preparation of the sample, the chemical and infrared analyzers to the treatment of the data with their corresponding communication protocols.?
