COMMUNICATION & KNOWLEDGE MANAGEMENT OFFICER

The Client:

Expertise France, an entity of the French Development Agency (AFD) Group, is France’s international technical cooperation agency. Its role is to design and implement donor-funded international cooperation projects in areas such as governance, security, health, education and the environment. The European Union and France are Expertise France’s main donors.

In PNG, Expertise France is implementing the national component of the European Union-funded Forestry-Climate Change-Biodiversity (EU-FCCB) Programme. This is a project that aims to support PNG in its ambition to increase environmental protection in the country while also enhancing opportunities for green economic development.

The Role:

As part of its project team, Expertise France is seeking to recruit an experienced (national) Communication & Knowledge Management (CKM) Officer. He/she will be responsible for providing support to the project in terms of planning, coordination, implementation and steering of CKM-related activities on the project, including the preparation and supervision of the project’s support to its partners in terms of knowledge management and communication, as well as ensuring that all communication and awareness raising done by the project and its grant recipients at the community level follows best practices.

The CKM Officer will play a vital role in terms of addressing the needs of the project and of the stakeholders supported by the project in terms of communication, visibility, dissemination, awareness-raising and of stimulating and sharing knowledge, lessons learned and experiences. The CKM Officer will be reporting to the (international) CKM Coordinator (and to the Project Manager and/or Deputy Project Manager in his/her absence) and will be based within Expertise France’s EU-FCCB national component project team, based in Port Moresby.

Main tasks:

-??????? Needs assessment in terms of CKM for the project and for the stakeholders who could be supported by the project

-??????? Taking part in the development of a CKM plan for the project.

*? This plan could focus on aspects such as:

o?? Objectives and goals

o?? Communication focus areas & mediums, and key messages

o?? Planning of all communication and knowledge management activities, including capacity- building and capacity-strengthening

o?? Determining the budget and resources

o?? Establishing indicators to track performance on CKM

o?? Identifying and managing communication opportunities and risks

-??????? Taking part in the roll-out of the CKM plan, with a specific focus on the setting up of relevant contracts with consultants (capacity-building experts, editors, translators…) and external service providers, if required (printers, audio-visual service providers…)

-??????? Participate in the implement of the CKM plan and provide support to all internal and external stakeholders involved

*? This could involve aspects such as:

o?? Drafting or editing content and materials in coordination with FCCB agencies and the European Union Delegation

o?? Managing the stocks of communication materials (flyers, brochures, goodies, roll-up

banners…)

o?? Disseminating communication materials and content to the target audiences

o?? Preparing press releases and following-up with relevant internal and external

stakeholders for approvals

o?? Managing and maintaining excellent relations with the local media (journalists):

invitations, follow-up phone calls, press reviews, local press sheets, etc.

o?? Managing and supervising the work of consultants and service providers

o?? Monitoring the work of grant recipients in terms of community communication, including

community entry protocols, FPIC, and community grievance redress mechanisms

o?? Conducting press reviews

o?? Monitor and moderate social media activities

o?? Planning, coordinating and implementing knowledge sharing activities, such as

communities of practice, working groups, seminars, or knowledge sharing events

o?? Contributing to the strengthening of organizational capacity and culture for knowledge

production and sharing

o?? Contributing to the identification, documentation and sharing of innovative ways of

working, promising practices and lessons learnt

-??????? Tracking progress on the CKM indicators as the project develops.

?Qualifications:

  • University degree in a relevant field, such as international development, international relations, communications, journalism, knowledge management or equivalent, and at least 5 years of relevant work experience, including working for government organisations and/or development partners. 8 years or more of relevant work experience preferred.

?Job Specifics:

  • Demonstrated experience in terms of communication & knowledge management required.
  • Previous experience required in the public/institutional sector and/or international cooperation/development assistance sector
  • Strong familiarity and previous experience with community communication required (community entry protocols; free, prior & informed consent (FPIC); community redress mechanisms).
  • The following constitute significant assets: Familiarity with the project theme (forestry, climate change, biodiversity, protected areas, sustainable value chains…) Familiarity with the implementation of EU-funded projects Familiarity with community development

Person Specification / Essential Skills:

  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders, including local communities, government agencies, NGOs, and donor organizations.
  • Excellent writing skills and command of English, Tok Pisin and Motu required.
  • Ability to analyse and synthesise documents into accessible summaries
  • Aptitude for research, story-telling and capacity-building
  • Strong familiarity with youth- and gender-responsive engagement
  • Good knowledge of relevant technologies, including the Adobe Suite
  • Excellent knowledge of community management (Linked-in, Facebook, X, social network suites…)
  • Good knowledge of communities of practice management
  • Creative, Self-driven, ability to work independently, manage multiple tasks simultaneously, and meet deadlines.
  • Strong ability to work in a team and familiarity supervising staff and contractors.
