  2. Manipulated Live-Streamed Content:In these cases, the subject has been coerced or groomed into creating the livestream. While only the victim may be visible, there may be signs of remote interaction with an unseen party.
  3. Solicited Live-Streamed Material:This involves an adult viewer ordering the livestream, with another adult present to orchestrate or be directly involved in the abuse. Viewers may also interact with the victim, directing the abuse.

The Victims and Perpetrators

According to reports, voluntarily and induced self-produced live-streamed material are the most common forms, with victims frequently found in the US and Europe. Shockingly, the Philippines is identified as a major location for victims of distant live-streamed abuse, due to a combination of factors including poverty, a well-established sex industry, limited police resources, and an advanced IT infrastructure.

The perpetrators of distant live-streamed abuse are often located in economically developed countries, taking advantage of the economic disparity with potential victims in less-economically developed nations. These individuals may already possess other forms of Child Sexual Abuse Material (CSAM), and the consumption of live-streamed abuse further exacerbates their addiction.
