Mario Eisenhut an insightful article. One thing that perhaps bears some examination is the issue of the threat. You refer to a 'standardized protocol for collaborative risk assessment'. At the heart of this is a common understanding of the threats and this is probably the most challenging area to ensure transparency and an unfettered exchange of information. It's like the story of the three blind men who grabbed hold of the different parts of an elephant and variously described it as being like a tree, a wall and a rope.
