In recent weeks, Phangela Group in partnership with NAVIC? , local law enforcement, and Neighbourhood Watch Groups, has played a crucial role in preventing and combating the rising threat of ATM and fraud card transactions in the region. Through proactive surveillance, swift response, and strategic partnerships, these groups have managed to successfully identify suspects, make arrests, and recover stolen property, ensuring greater safety for the community.
Incident 1: A Tactical Operation Leads to the Arrest of a Known Suspect
On December 3, 2024, a special agents tactical operator noticed a grey VW Polo parked outside an ATM, its registration number previously linked to a known suspect. Upon observing the driver, another agent approached the ATM while another civilian was withdrawing money, the agent suspected that the suspect might be attempting to use stolen cards. In a move that showcased both foresight and quick thinking, the undercover agent strategically parked his vehicle in front of the other car to block any escape routes.
When the suspect noticed our agent, he attempted to flee on foot but was swiftly pursued and apprehended our agent and his colleague. A subsequent search of the suspect's vehicle revealed two bank cards and two POS devices, which confirmed suspicions of fraudulent activity. The criminal was arrested and transported to Khayelitsha Site B Police Station, where a case was opened for possession of suspected stolen property.
Incident 2: An Arrest at BP Bonga Signals the Growing Threat of ATM Fraud
Just five days later, on December 8, 2024, another successful operation unfolded. While on standby, an agent was alerted by his team leader to suspicious activity at the BP Bonga petrol station. As an agent arrived at the scene, a vehicle flagged by the control room via our NAVIC? LPR system on a WhatsApp group pulled into the parking lot in front of the ATM. The driver, upon noticing our agent, fled the scene, but our agent and his partner managed to apprehend one of the suspects, and the other was pursued by SAPS officers.
After returning with the SAPS vehicle, the driver attempted to claim that the undercover operative team had tried to rob him. However, SAPS officers quickly assessed the situation and acted. Both suspects were arrested, and two bank cards were found in their possession. A case for possession of suspected stolen property and a case was opened
Incident 3: A Known Card Swapper Is Caught Red-Handed
On December 12, 2024, another significant bust took place when special agents, observed suspicious activity at the BP ATM. They quickly recognised a known card swapper previously arrested by one of our agents. Another criminal, who had an outstanding arrest warrant, had arrived at the ATM in a white Toyota Etios.

In a collaborative event, special agents blocked the vehicle, preventing the criminals from fleeing. A search of the vehicle revealed a black card in the possession of one of the alleged suspects and another accomplice. The criminals and his accomplices were arrested and taken to Khayelitsha Site B Police Station, where a case was opened for possession of suspected stolen property.
