3 年Thanks for sharing Owen Hayford. Interesting to hear that fixed-price bidding is still seen as representing better value-for-money than other approaches in the public sector. Being able to compare several numbers in a spreadsheet, and identify the smallest of them has nothing to do with value except in the case of true competitive markets buying standardised commodities, where demand<supply and/or suppliers have high fixed cost bases. I'm not sure major project contacting falls into that category. I often hear about owners being concerned about cost risk. This often seems to mean moving the responsibility for cost risk to another party. Few seem to talk about the increased risk of a higher cost in absolute terms, and the resulting risk that fewer hospital beds or safer rail crossings will be provided for a fixed budget or in a fixed period of time. Do you see any shift in public sectors taking a more holistic and true VFM perspective?

4 年the concept of sharing loss in case hidden risk is interesting .I however feel that it can result in some sort of litigation also.What are yr views?
