Collaborations between public officials and private sector companies continue to multiply

While the federal government faces historic changes and contracting disruptions, local governments continue to offer abundant opportunities for public-private collaborations. Many upcoming projects have been vetted after several years of planning and community outreach initiatives. The following examples represent significant commonality with others still in the design and planning stages.

State officials in Delaware will soon have a new parking garage adjacent to the capitol complex in Dover. This $30 to $33 million project is part of a broader $150 million renovation effort to enhance accessibility and functionality within the state capitol complex.

The new three-story facility will address persistent parking shortages, and it will be designed to complement the historic Legislative Hall. Approximately 350 parking spaces will be made available, along with advanced security including controlled access points and an integrated surveillance system.

Extensive site preparation will be necessary to comply with stormwater management regulations, and the project will call for the relocation of sanitary sewer lines and the implementation of drainage solutions to prevent flooding. Solicitation documents are expected soon, as construction is slated to begin in July of 2025.

Recently, city leaders in South Fulton, Georgia, approved a plan to develop a $17 million recreation facility. It will include an indoor gymnasium, fitness center, multipurpose rooms and an outdoor sports field.

It will also include an indoor swimming pool capable of accommodating year-round aquatic activities. The 40,000-square-foot facility will be designed to provide an abundance of adaptable multiuse space to accommodate community events, classes and gatherings.

A dog park and a nature trail are included in the plan, along with new stormwater management systems. Currently in the planning and design phase, the project is slated for launch early in 2026.

Wake County, North Carolina, will update its library as part of a comprehensive $26.5 million project to modernize the county’s Library Administration Building. This project is part of a broader $142 million bond referendum initiative, which was funded by a bond referendum in late November 2024.

Citizens voted to fund several projects to enhance library facilities across the county. This first building to be upgraded serves as the central hub for Wake County’s Public Library system, which supports 23 library locations countywide. Staff housed in the facility manage services, programs and resources.

Because of population growth, demand for library services has increased, and the infrastructure upgrades are necessary to maintain functionality. The project will modernize electrical, plumbing and HVAC systems to improve energy efficiency and reliability. Interior spaces will be reconfigured for better workflow and collaboration. Safety and accessibility upgrades will ensure compliance with current building codes and ADA standards. As of early 2025, the planning phase was nearing completion, and contracting solicitation documents are expected to be released soon.

City officials in Pittsburgh, Pennsylvania, have announced a $31 million project to redevelop a four-acre site in the city’s Cultural District. The project will be designed to convert several city-owned vacant lots into a multiuse public gathering space.

Planning documents will call for a one-acre lawn, a pedestrian-only walking area and a 30,000-square-foot recreational area. Initially, the site will include three pickleball courts and a small running track, and the area will be made ready for future modifications based on public use.

Additional site amenities will include seating areas, landscaping and designated zones for outdoor markets and events. A bandshell will be built for performances, and a play area with natural-material structures is planned for children. There will be rain gardens and approximately 100 new trees and native plants to provide environmental serenity.

Finally, the area will be made ready for future modifications based on public use. Currently in the pre-construction phase, the project is being finalized for solicitation documents, which will be issued soon.

The Health and Human Services Commission of Texas has received funding for a $20 million project to renovate the central kitchen of a mental health hospital in Big Spring, Texas. The facility was established in 1939 to provide essential inpatient mental healthcare services for adults, and the kitchen is long overdue for a major upgrade.

Renovation goals include replacing outdated equipment, enhancing food preparation and service areas and ensuring compliance with current health and safety regulations. According to the state agency’s procurement forecast, construction will begin in the first quarter of 2025, but no solicitations have been released yet.

Officials at the city of Fitchburg, Wisconsin, will oversee a $40 million construction project to deliver a new police facility. A dedicated police facility is being designed to meet the growing needs of its law enforcement and provide community support services. The current facility can no longer meet the demands.

Many offices are doubly occupied, limiting necessary privacy and hindering sensitive operations. The shortage of dedicated conference spaces further degrades departmental efficiency as some meeting areas have been converted into makeshift offices.

Following a rejection of the first schematic design last year, the plan has been revised. Training facilities and a second floor were eliminated to meet budget constraints, and the design of a final plan is now underway. The project is scheduled for a construction bidding process in September 2025, with construction to commence immediately after a contracting firm is selected.

Ongoing collaboration between public officials and private sector contractors is a critical component of America’s economic vitality, as well as the government’s ability to provide quality-of-life standards and services that the country’s citizens expect.
