Coforma Selected to Build New Case Management Platform for the Office of Refugee Resettlement

Coforma has been awarded a contract with the U.S. Department of Health and Human Services (HHS) to develop a new case management platform for the Administration for Children and Families (ACF) Office of Refugee Resettlement (ORR).

ORR is legally required to provide for the care of all unaccompanied children referred to it until they are appropriately and safely released to a sponsor who was identified and vetted through an intensive case management process. ORR’s Unaccompanied Children (UC) Program receives most referrals from the Department of Homeland Security (DHS).

Coforma will partner with Raft on the project, awarded for $4.5 million in potential value. Together, we’ll provide research, design, and product strategy for an improved experience and updated processes and business logic.?

An unaccompanied child is a child who has no lawful immigration status in the United States; has not attained 18 years of age; and does not have a parent or legal guardian in the United States who can provide care and physical custody.

Since 2003, when Congress transferred the care and custody of unaccompanied children to ORR, the agency has provided care for and found suitable sponsors for over 700,000 unaccompanied children. In the first nine years of the program, a total of 8,000 children were served annually. But starting in fiscal year 2012, when there were 13,625 referrals, this annual number has increased significantly. In fiscal year 2023, DHS referred 118,938 unaccompanied children to ORR.?
