Clover Forcemain Project in Victoria, BC

The Capital Regional District (CRD) retained KWL to design and construct the Clover Forcemain and an associated cycle track as its Core Area Wastewater Treatment Project (CAWTP) components. The forcemain and cycle track will run along and adjacent to Dallas Road between St. Lawrence Street and Clover Point in Victoria, BC.

Along with the planning and design, KWL prepared the Project’s environmental impact assessment (EIA). It describes the ecological components in the Project footprint, proposed construction activities, identifies potential effects to ecological components, and recommends mitigation measures to avoid and limit these effects.

The Project’s design, consultation, and review process included public and stakeholder consultation, First Nations consultation, development of an environmental impact study for the CAWTP, and independent technical review. Based on this process, critical environmental concerns were identified and a list created:

  1. Respectful treatment of archaeological resources and ancestral remains
  2. Protection of existing trees
  3. Conservation of species at risk
  4. Protection of sensitive ecosystems
  5. Control of invasive plants
  6. Protection of birds and bird nesting habitat
  7. Protection of the integrity of Dallas Road Coastal Bluffs
  8. Potential for disturbance to the community.

Our family walked along here during a visit to Victoria in February. The bikeway and walkway along the water is fantastic. My family was very happy to here that Victoria’s wastewater is now treated before discharge to the ocean. Clover Forcemain conveys wastewater to the treatment plant.
