Clean(er), cheaper shipping ? Or not ?

For more than a decade we have been watching the world's shipping industry wrestle with the challenge of cheaply transporting goods while using some of the most environmentally damaging forms of fuels. Here's an interesting article about the January 2020 deadline for ships to start using clean(er) fuel. The question is - where will the clean(er) fuel come from ?
