Clarification: What is "Management of Change" versus "Change Management"

I am hearing and seeing a confusion between "Management of Change" and "Change on a Project" and "Change Management." They are not the same thing. Let's clarify - simply:

Program or Project Manager's talk about the management of change on a project and they are referring to scope-change, budget-change, risk-management -- basically, any unpredicted changes that happen in the course of a project or program. That is what has been tossed around as: "management of change" or "change on a project level".

Change Management is the official discipline designed to help people engage, adopt and use whatever the change actually is i.e. new technology, merger, new process, new locations, new roles, new metrics and compensation, etc.?It is also called Organizational Change Management (OCM) or People Change Management (PCM); both of which has already been nicely defined by Prosci (Professional Science) among other groups.

If the change that is being talked about is centered around WHAT is changing - that definition and future state belongs to the Sponsors, the project team, and business leader SMEs (Subject Matter Experts) assigned to the project team. If the change being talked about is HOW these changes will or are impacting people, and how people should adopt or use the new change - that is change work that belongs to the (People) Change Manager's or Change Practitioners or even Transition Managers as they are more commonly being called in some industries.?

(People or Organization) Change Management pulls from empirical evidence (demonstrated in the real world) and academic subjects such as Behavior Economics, Positive Psychology, Sociology, Culture Anthropology, Business, Physics and more.

How one manages unpredicted change on a project is outlined pretty thoroughly in PMI's (Project Management Institute) Book of Knowledge - and countless other texts on the subject of managing projects and programs in any industry.

This confusion happens in business-as-usual environments as well, specifically when a change occurs in a day-to-day process or role. Companies and managers often rely on the sharing of institutional knowledge as the way to fill the onboarding gap, instead of "proceduralizing" the necessary aspects (e.g., regulatory requirements, reporting, oversight, etc.) the specifics of the onboarding process for the role, process, committee, connections and obligations with key stakeholders and leaders, etc. Many think it's a nuance or turn of phrase, but the difference between Mangement of Change and Change Management is significant -- but both are crucial in their own ways.
