A California city manager has been removed from her position by newly seated members of the council.
The kicker -- two of the new councilmembers are former employees.
Esperanza Colio Warren lasted about two years as the leader of Calexico until she was removed on Friday, June 7th at a special meeting.
Lisa Tylenda and Victor Legaspi, the two former employees, attempted to put the removal of Warren on the June 5th agenda which was their very first meeting.
Now -- imagine if Warren had a provision in her contract that prohibited her from being terminated within 90 or 120 days of a new councilmember being seated.

In Zebulon, North Carolina, the town manager of about 9 years abruptly resigned. I note this because Developmental Associates, LLC is currently recruiting for the assistant town manager. Zebulon quickly installed Taiwo J. Jaiyeoba, the former manager of Greensboro, as their interim.
Baker Tilly Update
I received well over 500 pages of emails and correspondence between Baker Tilly Public Sector Executive Recruitment representatives and City of Amarillo employees and elected officials. I am digging through the documents now and you can view them yourself over at City Manager News.
However, I can confirm that Baker Tilly's Edward G. Williams, Ph.D. did communicate with Amarillo council members through their work AND personal email accounts.
Now, why would Baker Tilly send important emails about the city manager recruitment to personal email addresses?

9 个月Same thing happened in a community I served in as a department head early in my career.? A fellow department head was terminated (with cause) at the recommendation of the City Administrator.? A few months later, that department head ran for, and won, the office of Mayor.? The longtime City Administrator quickly moved on to another City as he was smart enough to know his days were numbered.

9 个月Actually, she didn't need it in her contract. Many municipal codes in California have the 90-day provision following an election. The Calexico Municipal Code states: "2.02.260 - Removal from office Notwithstanding the provisions of this chapter, the city manager shall not be removed from office during or within a period of ninety days next succeeding any general municipal election held in the city, at which election a member of the city council is elected. The purpose of this provision is to allow any newly elected member of the city council or a reorganized city council to observe the actions and ability of the city manager in the performance of the powers and duties of his office. After the expiration of said ninety-day period, the provisions of?Section 2.02.050?as to the removal of the city manager shall apply and be effective. (Ord. 640 § 2 (part), 1969: prior code § 1276)"
