Upcoming compliance deadlines for Chinese cosmetics
From October 1, the rules on cosmetic post-registration adverse reaction monitoring come into force. Non-domestic companies need to work with their Chinese Responsible Person to establish monitoring systems to collect information on adverse reactions to cosmetics sold across various channels in China.

Correction
Last issue we promoted our webinar – Importing Finished Cosmetic Products into China – an EU and US Perspective. However, we would like to correct the title to: Importing Makeup and Perfume Products into China – an EU and US Perspective.
The webinar, which will take place on October 25, will explore the process of placing makeup and perfume products on the Chinese market. It will cover the journey from beginning to end, touching on some of the challenges as well as the practicalities such as labeling requirements and upcoming deadlines.
The speakers – Julie Harrington from the EU office and Christopher Ketchum from the US office – will also be able to provide some practical tips and insights from a European and American perspective.

Guangzhou Customs Seized 30.5 Kg of Illegal Dangerous Goods
A company in Jiangxi declared the export of a batch of "epoxy resin/adhesive and glues", weighing 30.5kg. However, when Customs officers inspected the goods they found that they were packed in yellow and blue iron cans, with warning information, including “contains substances hazardous to health” labeled on their outer packaging.
However, the company hadn’t declared these goods as dangerous. Based on the hazardous properties and the SDS submitted by the company, Customs officers believed that these goods were dangerous goods with high risks.?After additional evaluation, Guangzhou Customs deemed the goods to be dangerous and improperly identified and rejected the export and withdrew the goods in accordance with the regulations.
The Customs Authorities would like to remind enterprises that dangerous goods refer to substances and articles having toxic, explosive, flammable, and infectious properties, which must be properly identified. Annual Reports on Non-pharmaceutical Precursor Chemicals in China Must be Submitted Before November 30
All enterprises that have obtained licenses for production and operation and those with a certificate of record for non-pharmaceutical precursor chemicals in China are required to submit annual reports before November 30.

Six Necessary Facilities for Safe Management of Hazardous Chemical Warehouses in China
Hazardous chemicals are toxic, flammable, and explosive. They are prone to safety accidents if stored improperly. Taiwanese EPA Consultation on Adding 15 Substances to the Concerned Chemical List
On September 8, the Taiwanese EPA began consulting on the proposal to add 15 substances to the concerned chemical list. The substances are divided into three categories, namely:

The EPA specifies the management and regulation of activities such as production, import, sale, use, storage, and transportation. The consultation closed on September 22.
If approved, the inclusion of the 15 substances would significantly increase the concerned chemical substance list, which currently only contains:

The European Union to Restrict the Use of CMR Substances in Cosmetics
On September 15, 2022, the EU published Commission Regulation 2022/2031 regarding?the prohibitions and restrictions on substances classified as carcinogenic, mutagenic or toxic for reproduction (CMR) and also updated Annex II, III, and V of Regulation (EC) No 1223/2009. The amended Regulation will enter into force on the twentieth day after its publication, and the restrictions on CMRs will be applied from?December 17, 2022.

Another New Imported Cosmetic Ingredient Successfully Filed in China with Assistance of CIRS Group
Under the Provisions on the Administration of New Cosmetic Ingredients Registration – a subsidiary regulation for the overarching Cosmetics Supervision and Administration Regulations (CSAR) – implemented on May 1, 2021, the registration and filing of new cosmetic ingredients in China must be applied via the NMPA's official website.
In December 2021,?CIRS?Group assisted two companies in completing the filing of the first and second imported new cosmetic ingredients. In?July 2022,?we once again assisted a company in successfully obtaining the filing number of a new cosmetic ingredient. Then in September 2022, we helped another company successfully obtain its filing number.
Since the implementation of the CSAR, a total of 34 new cosmetic ingredients have been filed. Among them, 18 are domestic new cosmetic ingredients, and 16 are imported new cosmetic ingredients. See the full list of ingredients here or by clicking the link below.
