China and Africa: A New Chapter Unfolds at FOCAC 2024

With a $50.7 billion financial promise and a renewed emphasis on modernization, Beijing is rebranding its image—not just as a lender but as a partner advocating for an "all-weather China-Africa community."
FOCAC 2024 spotlighted a redefined approach to modernization, with Chinese leaders advocating for a non-Western development model tailored to Africa’s needs. Promising technological, agricultural, and governance support, China aims to position itself as a pivotal partner. Initiatives like the Global Civilization Initiative (GCI) seek to reshape global norms, tapping into African frustrations with Western-led systems. Meanwhile, African leaders reinforced their commitment to Beijing’s "One China" policy, signaling closer ties even amid a decline in Chinese loans.
