The Forbes article above by Mark Nevins gives an excellent overview to why a CRO (Chief Resilience Officer) is an important consideration for most companies.

While one of the recommendations is that this is a new position reporting to the CEO, I'd avoid that discussion and focus on the need versus the title and reporting. A competent resilience leader will be effective if they understand the company, know how to navigate the different areas inside the company and can confront the C-Suite when needed.

The article also recommends separating preparation from the actual response to events. I think this is a good idea as long as the preparation clearly identifies who will be the primary responder for different flavors of emergencies or incidents. A financial crisis will clearly demand different response capabilities from a hurricane that threatens supply lines or facilities.

The CRO, at whatever level, needs to be a unifier, evangelist, anticipator and many other roles that can help the organization bolster its resilience, the ability to bounce back stronger from a direct hit. Understanding the people inside who can be repurposed is a key element of preparedness. Another is finding the external companies that could be needed as partners ahead of time - there is little worse than trying to scrape up new resources from unknown companies in the middle of a full blown crisis.

There has been a definite upsurge in incidents worldwide, and I think there is little chance of a calming period. The CRO will need to unify the existing with the future, and build a framework that gets as much proactive intelligence as possible, maximizing the time available to prevent or respond.
