charity abroad

I wonder about Oxfam. Is its function aid or development, charity, gift-giving, service or cultural promotion? How aware are its staff of the implications of going into a sovereign country as an invited guest? What training do they get? Do they reflect on their role and the work they do, good and bad, its social ecological impact? Or do they reflect only on how to promote their work to their funders? My query is not about whether staff members are good or bad people, but rather about the organisational context that lays down the mores of their relationships whilst being in someone else's home country.
