Ms. Moon, a 37-year-old resident of Seoul, canceled her purchase of a small electric vehicle after reassessing its cost-effectiveness, influenced by recent incidents of electric vehicle fires and increasing insurance premiums. Although initially attracted by the savings on fuel and the vehicle's environmental benefits, Moon realized that the savings were minimal unless driving long distances frequently. The article highlights a growing trend among consumers to rethink the financial viability of electric vehicles. Despite government subsidies, electric cars remain pricier than gas-powered counterparts, such as the Tesla Model 3 versus the Genesis G70. Insurance premiums for electric vehicles are also higher, averaging 893,000 won, and can be up to 1.4 times that of traditional vehicles due to greater repair costs associated with electric vehicle fires. For a typical user driving 15,000 km annually, fuel costs for electric vehicles are lower compared to gas vehicles, leading to an estimated payback period of 3.5 years. However, for those driving less than 10,000 km annually, this period extends significantly. When comparing electric to hybrid vehicles, such as the Kia Niro, an electric vehicle buyer might take up to 36 years to break even. Experts advise potential buyers to weigh the benefits and costs thoroughly, considering factors like battery maintenance and individual driving patterns.

Electric vehicle fires have raised concerns around battery safety, specifically concerning the form factor of the batteries used. There are three primary battery types: pouch, square, and cylindrical. Pouch batteries are often seen as less safe due to their weaker aluminium film casing, which is more vulnerable to external impacts compared to the stronger aluminium can used in square and cylindrical batteries. While pouch batteries produced by LG Energy Solution and SK On have been associated with a significant number of reported fires, some argue that the prevalence of pouch batteries in early electric vehicles may skew these statistics. The concept of 'thermal runaway,' where heat builds up in one cell and spreads to others, is a major concern, particularly with pouch batteries, which have been linked to several fire incidents, including a recent Mercedes-Benz model fire attributed to a pouch battery. Industry observations reveal that different markets have varying preferences for battery types, with China favouring square batteries, Europe primarily using pouch batteries, and the U.S. leaning towards cylindrical designs. Research indicates that pouch batteries transfer heat faster than other forms, leading to quicker fire spread. However, pouch manufacturers argue that their flexible outer materials may mitigate rapid fire spread. The introduction of 'Cell-to-Pack' technology in pouch batteries, which reduces the number of modules, has raised additional safety concerns given the weaker construction of pouch batteries. Despite these issues, companies like LG Energy Solution are developing strategies to enhance safety alongside this new technology. In response to safety concerns, the adoption of square batteries is on the rise in the European market. These batteries benefit from structural advantages that facilitate cooling and heat management. Overall, experts emphasize that battery safety cannot be solely determined by form factor, and many factors, including battery management systems and vehicle components, contribute to the overall risk of fires in electric vehicles.

The government plans to enhance electric vehicle (EV) safety by expanding the budget next year to install 90,000 fire-prevention EV chargers. This initiative was revealed during a consultation meeting with the People Power Party lawmakers. Finance Minister Choi Sang-mok stated that the response system for new disaster risks, particularly EV fires, will be strengthened. The government's action follows increased concerns about EV battery safety, especially after a recent explosion of a Mercedes EV that caused significant damage. Additionally, subsidies for EV purchases will double to six million won ($4,510) for families with two or more children, and there will be increased public transportation fare discounts for multi-child households.

The Seoul Metropolitan Government implemented a guideline limiting electric vehicle (EV) charging levels to address safety concerns following a recent fire incident involving a Mercedes-Benz EV. This rule mandates that EVs be charged to 90 percent or less to enter underground parking, with an 80 percent limit for public rapid charging. Following a fire that damaged hundreds of vehicles and disrupted utilities, EV owners have expressed frustration, as the implicated vehicle was neither charging nor fully charged when the incident occurred. Experts criticise the rule as an impractical stopgap, arguing that battery design prevents full charges and that charging levels are not directly linked to fire risk. Further complicating the situation, some owners feel the policy infringes on property rights by limiting vehicle range and questioning the basis for the new restrictions. The government plans to announce additional guidelines in early September, which may include revised charging limits and transparency measures for battery specifications.
