Changes to U.S. Steel Import Duties Effective March 12, 2025

The U.S. government has announced new adjustments to steel import duties through Presidential Proclamation 10896, titled "Adjusting Imports of Steel into the United States."

Issued on February 10, 2025, this proclamation enforces revised duty rates on steel imports. As part of this directive, the Secretary of Commerce has been tasked with updating the Harmonized Tariff Schedule of the United States (HTSUS) to reflect these modifications and ensure compliance with the proclamation's effective dates.

Important to note:

1. Steel derivative Goods outside of Chapter 73 - duties are based on Steel content.

* if the value of steel content is unknown, then the item will be reported based on entire entered value.

- if steel content is less than the entered value for that item, then we must be provided with that information at time of entry. Post entry corrections will be billed at an hourly Compliance rate.

2. Under 9903.81.92, 0 additional duty will apply IF derivative steel produced in another country FROM steel articles that were melted and poured in the US. This is the ISO code.

* Importers MUST provide us with country of melt and pour at time of entry.

Implementation Timeline

The updated duty rates will take effect starting at 12:01 a.m. Eastern Time on March 12, 2025. These rates apply to specific steel products that are either entered for consumption or withdrawn from warehouse for consumption on or after this date.

These updates must be implemented within ten days of the March 12, 2025, effective date. The Secretary of Commerce is authorized to publish these modifications in the Federal Register.
