Champion of Economic Justice: A Tribute to Dr. Manmohan Singh - K. Jaishankar

Introduction

Dr. Manmohan Singh, one of India’s most distinguished leaders and an unparalleled economist, passed away on December 26, 2024, leaving behind a legacy that reshaped the contours of the Indian economy and redefined economic justice. His life and contributions, spanning over decades of public service and academic brilliance, represent the ideals of humility, perseverance, and a relentless pursuit of equitable growth.

As we bid farewell to this iconic statesman, it is only fitting to reflect on his monumental achievements and their enduring impact on India and the world. Dr. Singh’s journey was not merely one of personal success but one of profound service to the nation, guided by the principle that economic growth must be a tool to uplift the disadvantaged and bridge societal divides.

1. A Humble Beginning and Academic Brilliance

Born on September 26, 1932, in Gah, a small village in undivided Punjab (now in Pakistan), Dr. Manmohan Singh rose from modest beginnings. Orphaned at a young age, he found solace and strength in education. His academic pursuits took him to the University of Cambridge, where he excelled in economics, and later to the University of Oxford for his doctorate.

Even in his early career as an economist, Dr. Singh demonstrated a deep commitment to understanding and addressing the inequities of economic systems. His work at the United Nations and the Reserve Bank of India underscored his expertise in monetary policy, trade, and development economics.

2. The Reformer Who Changed India

India’s tryst with economic transformation began in 1991, and Dr. Singh was its architect. When the nation faced an unprecedented financial crisis, with foreign exchange reserves barely sufficient to cover three weeks of imports, Dr. Singh, as Finance Minister in Prime Minister P.V. Narasimha Rao’s government, stood at the helm.

His reform agenda was bold and transformative: deregulating industries, removing trade barriers, liberalizing foreign investment norms, and revamping the tax system. These changes broke the chains of the License Raj, unleashed entrepreneurial energies, and opened India to global markets.

Dr. Singh’s reforms not only stabilized the economy but also paved the way for decades of sustained growth. Millions of lives improved as jobs were created, incomes rose, and poverty rates declined. For Dr. Singh, however, economic growth was not an end in itself; it was a means to achieve greater equity and justice.

3. Championing Economic Justice as Prime Minister

Dr. Singh’s tenure as Prime Minister from 2004 to 2014 was a continuation of his lifelong mission to promote inclusive development. Under his leadership, the government introduced several landmark policies that sought to address structural inequities and empower marginalized communities.

  1. Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 MGNREGA emerged as a beacon of hope for rural India, guaranteeing 100 days of wage employment to rural households. It provided financial security to millions and strengthened rural infrastructure, directly addressing poverty and unemployment.
  2. Right to Information Act (RTI), 2005 By enacting the RTI, Dr. Singh’s government empowered citizens to demand transparency and accountability from public institutions. This legislation deepened India’s democratic foundations and gave ordinary citizens a voice in governance.
  3. Forest Rights Act, 2006 This legislation was a historic step toward recognizing the rights of forest-dwelling communities over their land and resources, addressing long-standing injustices and promoting environmental sustainability alongside social equity.
  4. National Rural Health Mission (NRHM) Launched to address disparities in healthcare access, particularly in rural areas, this initiative improved health outcomes for marginalized communities, reducing maternal and infant mortality rates.

Through these initiatives, Dr. Singh ensured that economic justice was not an abstract ideal but a tangible reality for millions of Indians.

4. Economic Growth with a Human Touch

Dr. Singh believed in the synergy between economic growth and social development. Under his leadership, India experienced one of its most robust economic growth phases, with an average annual GDP growth rate of over 7.7%. Yet, Dr. Singh remained steadfast in his belief that growth must benefit all sections of society. Programs like the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) addressed the challenges of urbanization, improving housing and infrastructure for the urban poor.

5. Advocate for Environmental and Global Justice

Dr. Singh’s vision extended beyond India’s borders. He understood the interconnectedness of economic justice and environmental sustainability. His government’s introduction of the National Action Plan on Climate Change (NAPCC) in 2008 reflected his commitment to combating climate change while fostering sustainable development.

On the global stage, Dr. Singh emerged as a voice for developing nations. He championed the cause of the Global South in forums like the G20, advocating for equitable global economic policies. His leadership during the 2008 global financial crisis was pivotal in steering India through turbulent times while contributing to global recovery efforts.

6. The Gentle Statesman

Throughout his illustrious career, Dr. Singh was known for his humility, integrity, and quiet determination. Unlike many leaders who sought attention and applause, Dr. Singh let his actions and results speak for themselves. His unassuming demeanor and steadfast commitment to the greater good earned him the respect of both allies and critics.

Even during periods of political turbulence, including criticism over corruption scandals during his tenure as Prime Minister, Dr. Singh’s personal integrity remained unquestioned. He navigated these challenges with dignity, prioritizing the nation’s welfare over personal gains or political expediency.

7. A Legacy That Lives On

Dr. Manmohan Singh’s legacy is etched in the policies and institutions he shaped, the lives he transformed, and the vision he articulated for a just and equitable society. His reforms lifted millions out of poverty, created opportunities for education and employment, and strengthened India’s position on the global stage.

While challenges remain, Dr. Singh’s work has laid a strong foundation for addressing them. The seeds of transparency, accountability, and inclusiveness that he planted continue to grow, inspiring new generations of leaders and policymakers.

Conclusion: Remembering a Visionary

As we mourn the loss of Dr. Manmohan Singh, we also celebrate his remarkable life. He taught us that true leadership lies in serving others, that economic growth must translate into social progress, and that justice is the cornerstone of a thriving democracy.

In his quiet and determined way, Dr. Singh changed the course of India’s history, proving that leadership is not about charisma or rhetoric but about courage, vision, and unwavering dedication to the greater good. His contributions will resonate for generations to come, guiding India toward a future of greater equity, prosperity, and justice.

Dr. Manmohan Singh was not just a leader; he was a beacon of hope for millions. As we bid him farewell, we honor his life by committing ourselves to the values he championed and the vision he pursued. May his legacy inspire us to build a world where justice prevails, and where every individual has the opportunity to thrive.
