1-Political Polarization: Political and sectarian divisions hinder consensus on laws, leading to delays or outright obstruction in voting.
2-Quota System: The quota-based system, which allocates positions and resources according to sectarian and ethnic affiliations, negatively impacts justice and equality in law enforcement.
3-Weak Institutions: Many governmental institutions lack independence and the capacity to effectively implement laws, resulting in a decline in public trust in the legal system.
4-Corruption: Widespread corruption at various levels of government obstructs law enforcement and increases public frustration.
5-Lack of Awareness: A deficiency in legal awareness among citizens regarding their rights and applicable laws limits their ability to demand enforcement.
6-Social Pressures: Influences from specific groups or political forces may affect the government's ability to implement laws fairly.
7-Security Issues: Deteriorating security conditions in some areas hinder the government's capacity to enforce laws and protect rights.
Addressing these challenges requires comprehensive efforts, including enhancing transparency, supporting independent institutions, and empowering civil society.
