CEO Note: GBC's 2025 Legislative Priorities
Today, the Greater Baltimore Committee (GBC) released our 2025 Legislative Priorities, highlighting our strategy for the Maryland General Assembly and the key areas of focus that will drive our federal engagement.
Thanks to the hard work of our partners, we’ve identified the key opportunities and investments that align with GBC’s multi-year agenda and advance progress on our economic, transportation and infrastructure, and collective impact priorities.
This year is an inflection point for Maryland with conversations largely focused on managing a structural shortfall.
Yet, there are many ambitious proposals and economic investments that are just the types of bets that have given our competition, particularly states to our south (VA, NC, SC, GA), fiscal surpluses, population, and economic growth.

Depend on the GBC to not just champion economic competitiveness, but to inform our partners and stakeholders of the conditions, public policies, and investments that must exist to catalyze growth.
At the national level, it is critical that the Baltimore Region champion our economic significance in Washington D.C. as an economic market that matters to the national and global future of the technology, health, manufacturing and logistics sectors, as well as communicate to the wider world our region’s relevance as a cultural and creative hub.
