Celebrating Partnership with Malaysia

For years, DL E&C has worked closely with countries in Southeast Asia, successfully delivering projects in Indonesia, the Philippines, Vietnam, and Malaysia. In particular, this year commemorates 60 years of diplomatic ties between Korea and Malaysia, marking a significant milestone in the relationship between the two nations. DL E&C first entered the Malaysian market when it started the expansion of Sibu port in 1974. Since then, the company has carried out projects related to civil engineering, construction, petrochemicals, and especially various types of plants in the country.?

Innovation in the Manjung 5 Coal-fired Power Plant

Among the many works carried out in Malaysia, one of the notable achievements for DL E&C is the successful completion of the Tenaga Nasional Berhad (TNB) Fast Track 3A project, its first 1000MW coal-fired power plant (CFPP) with an “ultra-supercritical boiler facility.” The company was in charge of the design, equipment procurement, construction, and commissioning for the plant which is situated in Manjung, approximately 288km northwest of Kuala Lumpur.

During the project, a 40-ton tower crane was brought in for the first time in Malaysia to overcome limitations of the confined project site. Not only were new attempts made in terms of equipment, but DL E&C also went outside the box in terms of the construction methods used, adopting methods that were not normally used in CFPP constructions to take into account the weak ground conditions and complicated local administrative procedures involved. As a result, the project was completed in 45 months, 5 months earlier than the promised deadline.?

Moreover, the ultra-supercritical system reduces CO2 emissions and fuel use by using higher pressure and vapor temperature than conventional power generation, supplying ecofriendly power that can be used by 1.3 million people in central Malaysia.

Refinery for On-spec Euro-5 Diesel

Another notable endeavor is DL E&C’s involvement in Petron Malaysia’s Ulsado project for a diesel refining plant with a production capacity of 35,000 barrels of diesel per day. The plant commenced commercial operations and is currently producing Euro-5 diesel that meets stringent specifications. For example, the maximum sulfur content limit for Euro-5 diesel is 10ppm while the limit for Euro-2 diesel is 500ppm. Lower sulfur content means less toxic emissions released into the air when used for internal combustion engines, therefore, making Euro-5 diesel more ecofriendly. Production facilities were built in the Port Dickson Refinery and consists of a DHT unit, which is a desulfurizing process, and the BSR and SWS units that process H2S gas and sour water byproducts from the DHT unit.

Expanding Collaborations with Local Partners

Meanwhile, DL E&C has also embarked on a groundbreaking collaboration with LG Chem and Malaysia’s PETRONAS Chemicals Group, realized through their joint venture. This project focuses on the production of Nitrile Butadiene Latex (NBL), a synthetic rubber material widely used in applications such as medical gloves. NBL is highly regarded for its exceptional comfort and durability, leading to growing demand from the medical, industrial, and culinary sectors.

DL E&C is responsible for designing, procuring, and constructing a factory with an annual NBL production capacity of 200,000 tons. The factory is located in the Pengarang Petrochemical Complex, approximately 414km southeast of Kuala Lumpur.

These accomplishments demonstrate DL E&C’s continued recognition and expertise in Malaysia, as the company remains dedicated to building trust and fostering successful partnerships in the market and undertakes new and exciting projects.
