Canada is proactively addressing labor shortages in its construction sector through new immigration initiatives. On March 7, 2025, Immigration Minister Marc Miller announced measures to bolster the workforce and support housing development.

Key Highlights:

  • Permanent Residency for Undocumented Workers: Up to 6,000 undocumented construction workers currently in Canada will have a pathway to permanent residency, recognizing their contributions and aiming to stabilize the workforce.
  • Apprenticeship Flexibility: Qualified temporary foreign workers can now enroll in apprenticeship programs without a study permit, expediting their integration into the construction industry.
  • Advisory Council Formation: A new advisory council, comprising federal officials, union representatives, and industry leaders, will identify labor needs and guide future immigration policies to ensure the sector's sustainability.

These initiatives align with Canada's 2025–2027 Immigration Levels Plan, targeting the admission of up to 14,000 foreign construction workers to meet the growing demand in housing and infrastructure projects.

By implementing these measures, Canada aims to strengthen its construction workforce, address housing shortages, and provide stability for workers contributing to the nation's development.
