Can we re-use filtered water of higher floor's bathroom to flush toilets of lower floors? Call to the experts & government.

WE CAN SAVE, 150 billion litres of clean water par day, otherwise used to flush 3 billions toilets worldwide.

In India some of the districts are so badly affected due to water scarcity, that water is being supplied to drought hit areas by train. 2,96,466 farmers committed suicides in India between 1995-2013. 

I am not an expert of the water management system or plumbing designing system, but current water crisis is looming with such an intensity, that layman like me started exploring water conservation ideas.

Can we stop wasting clean water to flush toilets?

Can we start using recycled water to flush toilets?

Hope experts and government would suggest and implement better options!!! 

Proposed design 1 with separate filters: 

The gravitational force can transfer the water from upper floor to lower floor and save on electricity power. An entry level filtration system can be used before supplying water to the flushing system of lower floor toilets.

Proposed design 2 with common filter: In the following design instead of separate filters, one common filtration system is used in the middle of the apartment and second common filtration system at the ground level. As shown in the image below, upper floors (5th, 4th and 3rd) bathrooms used water is collected via gravity in the middle of the building in the filtration system and filtered water supplied to the toilets upto ground floors (2nd, 1st and ground) without electric power consumed. 

Similarly used water of the bathrooms of 2nd, 1st and ground floors can be filtered and pumped up to the terrace recycled water tank to supply to the toilets of 5th, 4th and 3rd floors)

Proposed design 3 for Homes: This design is for single home / flat users.

Additional plumbing system can be thought of to take care of less supply or more supply of filtered water to the toilets of lower floors.

Also maintenance of the filtration system needs to be worked out.

Further questions may remain.

Experts with never give up spirit would suggest answers to make this idea more practical and sustainable.
