Can long winters affect customer criteria of satisfaction?

I have a question for all my friends and relations in the market research business, more specifically for those involved in customer satisfaction measurement.
I am looking at a research made mostly with customers from the province of Quebec and they seem to experience a common drop in satisfaction level in the months of March and April each year, for more than one product or service. I was wondering if this could be caused by a general "bad" mood caused by the last weeks of winter when consumers are eager to see the higher temperatures of spring set in.
I have also noticed that this was even worse in 2014 when March and April temperatures were lower and snow kept coming in. Could customers be more critical in such context?
Have you ever experienced something like that?? Do you have any knowledge of such an effect on customer satisfaction?
