Call for tenders for a consultant on anti-racism and anti-colonialism

We are looking to commission an independent consultant on anti-racism and anti-colonialism to support a review of our International Development programme.

The Baring Foundation is pleased to announce a call for tenders for an independent consultant on anti-racism and anti-colonialism to support a review of its International Development programme.

The Foundation’s International Development programme supports locally based civil society in sub-Saharan Africa to address discrimination and disadvantage based on gender, sexual orientation or gender identity. We have a specific interest in supporting organisations that address discrimination against lesbian, bisexual and queer (LBQ) women and trans people.

We are seeking an independent consultant to engage with and convene our grantholders in the programme to consider and document their views on:

  • defining anti-colonialism and anti-racism in the context of their work;
  • effective anti-colonial and anti-racist practice among grantmakers;
  • the work of the Foundation and how it embodies (or not) best practice;
  • steps it can and should consider as part of its future strategy.

The consultant will:

  • design and lead a process with grantholders and the Foundation, where partners feel able to speak freely and with the confidence that their views will be heard;
  • undertake a concise literature review on anti-colonial and anti-racist grantmaking practice; and
  • provide a short report on findings for the Board of the Foundation (max. four A4 pages plus literature review).

Eligibility: we welcome tenders from any qualified individual or organisation, including not-for-profit organisations, companies and universities.

It is also highly desirable that any evaluator can demonstrate a strong understanding of the lived experience of LGBTI communities in sub-Saharan Africa, with a particular focus on LBQ women and/or trans communities.

Budget: the Foundation will award a contract for a maximum value of £5,000 to undertake this consultancy. This amount is inclusive of all time, expenses, relevant taxes or any other associated costs.

Background to this tender

This consultancy will be the first step in enabling us to assess and develop the programme’s approach to anti-racism and anti-colonialism, but we expect it to lead to further activity and inform the strategic direction of the International Development programme for at least the next five years.
