Cabinet Vetting Insights: Best Practices for Supply Chain Executives

Kenya’s parliament recently confirmed 19 out of the 20 cabinet secretary nominees, with the successful candidates sworn into office by President Ruto. This followed the President's unexpected decision to dismiss his entire cabinet. Despite some new appointments, about half of the previous cabinet members were retained. The vetting of these nominees took place under intense public scrutiny, amid ongoing youth protests against the high cost of living and lack of government accountability.

The process of vetting and evaluating these cabinet nominees draws striking parallels to supply chain management. Just as the selection of cabinet secretaries impacts national governance, the evaluation of suppliers can significantly affect the success of a company’s supply chain.


Here are some reflections on the vetting process and their relevance to supply chain practices:

  1. Reevaluating Known Entities: When considering candidates—or suppliers—you’ve previously dismissed, a critical question arises: Should they be evaluated with the same criteria as before? In supply chain management, if you've had prior experience with a supplier, should they go through the same pre-qualification process as new vendors? Or should their previous performance inform an updated evaluation approach? The key is to vet against clear requirements—much like the constitutional mandates guiding cabinet appointments. This ensures that both new and returning candidates are assessed on their ability to meet the current demands of the role or contract.
  2. Bias Towards Familiarity: When evaluating both old and new candidates, there is often an inherent bias towards those you already know, particularly if their past performance has been strong. In supply chain terms, this is akin to preferring suppliers who have consistently met KPIs and stayed within budget. However, to maintain fairness, it is crucial to include evaluators who have no prior interactions with the suppliers. This helps mitigate bias and ensures a level playing field for all candidates.
  3. Conflict of Interest Management: It’s vital to ensure that the vetting or evaluation team is free from conflicts of interest. In both government and supply chain contexts, having all participants declare any potential conflicts before the process begins is good practice. This transparency helps maintain the integrity of the process and ensures that decisions are made based on merit and alignment with organizational goals.

The cabinet vetting process in Kenya serves as a reminder of the importance of rigorous evaluation in any selection process. For supply chain leaders, these reflections underscore the need for thorough and unbiased vetting procedures to ensure the best outcomes for their organizations.

Benchmarking of suppliers also helps with awareness as new suppliers will tell you why they are niche and better suited to serve or better on cost due to size, for instance. This can help improve the supplier onboarding criteria if this is practiced regularly.
