As per MEPC Resolution 182 (59), section 3.3, 3.4 and 6, it is recommended that the Primary sample of each grade of fuel delivered to the ship should be obtained at the receiving ship’s inlet bunker manifold and should be drawn by continuous drip sample throughout the bunker delivery period
Whilst jurisdictions like Singapore enforce the MEPC guideline for the sampling location, most jurisdictions allow the sampling location to be mutually agreed between buyer and seller OR in some cases, require sampling to be done on the barge manifold.
ISO 13739 - 2010, clause 9.2.2 recommends a single sample should be drawn continuously throughout the delivery from either end of the bunker hose.
Clear bunker sampling procedure is like escaping quicksand - Once you understand its nature, you realize that all you have to do is relax, and you’ll float to the surface. Fighting it on the other hand only causes you to sink further. Similarly with sampling, instead of fighting the location, it is better to ensure that the process is pre-agreed, closely witnessed, and properly drawn via continuous drip throughout the delivery.
Understanding the nature and importance of proper sampling procedures has never been more important. The accuracy and validity of all subsequent fuel analysis is highly dependent on it.
