But we also know that “trust and evidence-following are incompatible.”?I find the argument persuasive because verification is evidence-following.? Given how ferally acquisitive the world has become, high trust has become elusive such that “trust is no longer the central pillar of social order.” The institutionalist response is “to design government [and private, emphasis mine] institutions so that they will work well even if they are staffed by knaves.”?This strongly suggests a shift away from trust-based systems to rule-based systems.?To be sure, rules have their limitations, such as the reactance that result when people are trammeled by control overload.?What will work is finding a balance between rules and trust when designing organizations, because both are necessary.?Rules, controls, are costly without trust in the culture of the system.?It requires reflective situational awareness to get the elusive balance right due to vagaries that will not be within the control of the organization.
