The benefits extend beyond logistical enhancements to include improved health outcomes for the general populace in Kaduna State, Nigeria. The consistent availability of essential medications and medical supplies at primary healthcare facilities is guaranteed by a dependable supply chain. This consistency is critical for effective chronic disease management, response to health emergencies, and maintenance of effective treatment regimens. Healthcare providers can provide high-quality care when they have access to the necessary instruments and medications, resulting in improved patient outcomes and general public health.

The importance of effective supply chain management for public health cannot be overstated especially when considering the 255 primary healthcare facilities spread across the 23 Local Government Areas of Kaduna State. It involves planning and managing all activities related to sourcing, procurement, and logistics management. Coordination and collaboration with channel partners such as suppliers, intermediaries, third-party service providers, and customers are critical. In essence, health supply chain management integrates supply and demand management within and across health facilities. In Kaduna State, the Natview Foundation for Technology Innovation, NFTI, is working with the Kaduna State Health Supply Management Agency, KADHSMA, to enhance the state's healthcare supply chain management system. The project's goal is to identify the most important data sources and workflow processes for essential and public health goods, from the warehouse to the facilities. This will give the state an easy-to-use, safe, and secure way to gather, analyze, triangulate, and display KADHSMA Supply Chain Management (SCM) data. This will also support informed decision-making processes, reduce wastage, and improve quantification and forecasting across the service delivery lens, as well as program planning and implementation in Kaduna State.

The primary stakeholder for the project is KADHSMA, which is responsible for data provision for warehouse management, access to reporting platforms, process workflow harmonization, data quality assurance and validation, generation of insights based on analysis, and capacity building for Zonal and LGA teams. Secondary stakeholders include NFTI, responsible for data sourcing activities, technical support for data sourcing and quality assurance, training support, and the expansion and scale of KADHSMA modules. Other stakeholders include the Kaduna State Primary HealthCare Board, Zones/LGAs, and Facilities, all of whom participate in data-sourcing activities. The initiative guarantees a comprehensive approach to supply chain management by encouraging collaboration among these stakeholders. The synergistic effect generated by the contributions of each entity's resources and expertise enhances the project's overall impact. For instance, KADHSMA's responsibility for data provision and warehouse operations is enhanced by Kaduna State Bureau of Statistics's proficiency in data analysis and visualization, culminating in a comprehensive and effective supply chain management system, domiciled within the government agencies.

This project's expected outcomes include improved process workflow and data architecture based on platforms and other available data. This will support near-real-time availability and pipelines of supply chain data, including drugs and other commodities. Additionally, a prototype and use case for expanding and scaling the KADHSMA concept across the state and beyond are being developed, and the development of a dashboard will lead to easier monitoring, distribution, and usage of drugs and commodities from the warehouse to the facility level. The project scope covers the development and usage of the Supply Chain Management System Dashboard, focusing on key components, data sources, metrics, and best practices for optimization.

It is anticipated that the implementation of a robust system for supply chain management will lead to substantial cost reductions. Improving quantification and forecasting of the system will reduce the prevalence of overstocking and stockouts, which are common in healthcare supply chains. Stockouts can lead to treatment interruptions and poor health outcomes, while overstocking results in waste, particularly for perishable items such as pharmaceuticals and vaccines. A supply chain management system that is optimized will guarantee that the appropriate quantities of health commodities are available at the appropriate time and location, thereby reducing waste and guaranteeing continuous patient care.

To better monitor, distribute, and use commodities and pharmaceuticals from the warehouse to the facility level, the dashboard will offer important insights into the supply chain.

In summary, basic healthcare in Kaduna State can reap numerous benefits from effectively managed supply chains. To enhance data architecture and process workflows, decrease waste, and guarantee the continual availability of vital commodities and pharmaceuticals, the initiative could revolutionize the healthcare system. The effort lays the groundwork for long-term, far-reaching improvements to public health by encouraging stakeholder collaboration, building local capacity, and developing a scalable model for other areas. These advantages are amplified even further by the focus on data-driven decision-making, which guarantees that healthcare practitioners have access to the data necessary to provide top-notch treatment.
