BUILDING CAPACITY FOR POLICY MAKERS TO ENGAGE IN EVIDENCE INFORMED POLICY MAKING

We were very pleased to cooperate with our European Commission Joint Research Centre colleagues to organise a very innovative first workshop on Building Capacity for Policy Makers to engage in evidence Informed Policy Making (EIPM) as part of the #TSI project “Building capacity for evidence-informed policymaking in public administration and governance in a post-pandemic Europe”, with the support of the European Commission DG REFORM TSI.

The International capacity building workshop for policymakers was designed as an executive course to engage 30+ senior participants from public administrations of the seven participating Member States to develop new competences to mobilise evidence for policy. In a number of countries, this has been a relatively neglected aspect of the policy agenda, to ensure that all the soft skills and strategic thinking are there to allow for working with evidence, assessing content, asking the right questions, thinking deep broad and ahead. We are also very grateful to the JRC and Anastasia Deligkiaouri for developing lively and innovative content to engage us on this journey. The goal was to have our participants become agents for change in their national administrations in the future.

We also benefitted from top notch presentations thanks to John Mc Carthy, Department of Finance in Ireland, Lauri Kajanoja Eirini Andriopoulou as well as Xavier BONNET Owen James and Leanne Dew from the Department of Energy Security and Net Zero in the UK and Nienke Cornelissen Anne Kingma

Mutual sharing and learning help to create new insights and to move forward existing frontiers. Cross country networks help to create shared international public goods to shape Better Policies for Better Lives. They are also crucial for building capacity in the administration of the member states, which is a core objective of the DG Reform TSI Programme.

We very much benefitted from synergies across our organisations, including the JRC's competence Framework for Innovative Policymaking and the OECD work on building capacity for Evidence Informed Policy Making.

With Silvia Picalarga Claire Salama we want to thank Anastasia Deligkiaouri Paul Smits Kristian Krieger Lorenzo Melchor for the excellent cooperation. We also thank the entire team including Elias Kock Alexandra Olajos-Szabó Marie Sophie Mayer Francesco Moratelli.

Such work also builds on the excellent cooperation that with we have built through this project with David Mair, Aga Gadzina, Athina Manta Kjartan Bj?rnsson Florian Hauser.
