Helping Construction & Property Leaders Recruit better people and build better projects through the Recruitment of high-performers | Talking with industry professionals as Host of - The Building Talks Podcast
Busy times at Building Environs Recruitment mean a thriving construction sector.
But the opposite is also true. When recruitment slows down, the sector is under strain. And as many of you know firsthand, the construction sector is absolutely feeling the pinch right now.
You probably hear the terms 'labour shortages,' 'price hikes' and 'project delays' daily. But are these the real culprits behind the sector’s struggles? Or are they just symptoms of deeper issues?
To find answers, I like to turn to those on the front lines for a genuine picture of the issues on the ground. This month, those insights came from Illan Samuel, who gave a solid – and sometimes spicy – account of the hurdles Victorian developers must jump in 2024.
I’m excited to share Illan’s thoughts with you. And find out if you agree with what we discussed – or if you think there’s more to the story.

Victoria isn’t short of developers. But right now, they’re feeling the pinch more than ever. From rising construction costs to stricter regulations, it feels like there’s a new bullet to dodge at every turn.
In this month’s article, we take a closer look at the top challenges developers are navigating in 2024, according to Illan Samuel.
Q&A with Martin
Are Victoria’s workforce shortages as bad as everyone claims?
In its newly released Building and Construction Industry Forecasts for Victoria , the MBA warns that national workforce shortages continue to be the biggest challenge to the industry – which it says needs half a million new workers between now and 2026.
And yet, many Victorian employers have put the brakes on recruitment. So – what’s going on?
First, there is a mismatch between what the State Government wants to deliver and what it can afford to deliver. To ease the housing crisis, it wants to build 80,000 new homes a year. But it wants the private sector to do the heavy lifting.
The private sector, for its part, wants to develop more. But it can’t afford the extra material, labour and interest costs. And it doesn’t believe that will change anytime soon – which is why residential building approval numbers have fallen through the floor.
Do we need more housing and infrastructure? Yes. Do we have enough labour to deliver what we need? No. But none of that matters when financial viability is low. Hence why recruitment has stalled.
What happens next is anyone’s guess. Just remember to wear a hard hat – it’s going to be a bumpy ride!
