The Philippine property market stands to benefit significantly from the government's extensive infrastructure push. The "sustained, strategic, and on-schedule" execution of these projects is a positive factor for the real estate sector, which is still recovering from the pandemic's negative effects. With major infrastructure developments moving towards South Luzon, the region is poised to reap the benefits of the national government's "Build Better More" initiative.
This commitment to enhancing infrastructure connectivity is one of the key drivers of growth for the property market in the Cavite-Laguna-Batangas (CALABA) corridor. I emphasized this during Colliers Philippines' South Luzon Property Market Briefing, held at Brittany Hotel in Villar City on August 27. Colliers Philippines partnered with Brittany and Villar City to host our first-ever property briefing focused on South Luzon.
Colliers Philippines believes that ongoing infrastructure development will be essential in boosting land and property values in South Luzon. The government's dedication to speeding up decentralization and infrastructure projects will enhance the region's appeal and competitiveness. This is also expected to encourage more foreign investments, especially in the property sector.
METRO MANILA SUBWAY’S GARGANTUAN ECONOMIC BENEFITS
Although the multibillion-peso subway project is focused on Metro Manila, we are optimistic that it will have a positive ripple effect on the property market in South Luzon. The Department of Transportation (DoTr) recently reported "significant progress" in its construction, with nearly 15% of the project completed as of May 31, 2024. As the country's first underground railway system, it promises to greatly improve mass transportation in Metro Manila, and we anticipate its benefits will extend to neighboring regions, including CALABA.
NLEX-SLEX CONNECTOR TO FURTHER EASE CONNECTIVITY
This project is an eight-kilometer expressway linking C3 Road in Caloocan to PUP Manila and Skyway Stage 3. With a budget of P23.3 billion, it aims to enhance connectivity between Metro Manila and the provinces of Northern and Southern Luzon, benefiting both residents and workers in these areas. The remaining section, extending to Santa Mesa, is currently under construction and is expected to be completed by the end of 2024.
SOUTH COMMUTER RAILWAY TO BUOY PROPERTY DEMAND IN THE SOUTH
The South Commuter Railway is a 55-kilometer project that will link Metro Manila to Laguna. It includes three civil contract packages covering railway viaducts and elevated stations in Alabang, Muntinlupa, San Pedro, Pacita, Bi?an, Santa Rosa, Cabuyao, Banlic, and Calamba. The railway is projected to serve around 600,000 passengers daily, reducing end-to-end travel time to under two hours. According to government and private sector sources, the project is slated for completion by 2028.
LRT-1 CAVITE EXTENSION PROJECT TO EXTEND ECONOMIC BENEFITS OUTSIDE METRO MANILA
The LRT-1 Cavite Extension is an 11.7-kilometer railway project designed to accommodate up to 800,000 passengers daily, cutting travel time from Baclaran to Bacoor, Cavite to just 25 minutes. As of April 2024, government sources report that the first phase of the railway is 98% complete and is expected to finish by the fourth quarter (Q4) of 2024. Phase 1 will cover 6.7 kilometers, connecting the existing LRT-1 Baclaran Station to five new stations: Redemptorist, MIA, Asiaworld, Ninoy Aquino, and Dr. Santos. Phase 2 will involve the construction of Las Pi?as and Zapote stations, with the final phase concluding at the Niog Station, the last stop of the Cavite Extension.
CAVITE-LAGUNA EXPRESSWAY TO EXPEDITE FOSTERING OF INCLUSIVE GROWTH
The Cavite-Laguna Expressway (CALAX) is a four-lane expressway that links CAVITEX and SLEX. It begins in Kawit, Cavite, and ends at the SLEX-Mamplasan Interchange in Bi?an, Laguna. The 3.9-kilometer segment at the Silang Interchange opened in November 2023 and can accommodate 5,000 motorists daily, providing a quicker route to Silang town and Tagaytay City. By 2025, CALAX is set to expand to a total of 45 kilometers, further connecting to the Manila-Cavite Expressway (CAVITEX) in Kawit.
The manufacturing sector is a key driver of economic growth in the South Luzon region, accounting for 50% of the local economy in 2023. This highlights manufacturing as a vital pillar for long-term growth in the area. The CALABA region is particularly appealing to major investors, especially those exporting electronic products and other high-value manufactured goods to Asian and Western markets. Japanese companies are increasingly moving to the south, prompting property firms to expand their residential and industrial presence in the CALABA corridor. A thriving manufacturing sector will benefit Southern Luzon, which is home to expansive industrial parks and attracts global manufacturers due to its skilled workforce.
Colliers anticipates that the property market in the CALABA region will continue to grow in the coming years. The potential introduction of a cargo rail system in the near future could further enhance the competitiveness and appeal of South Luzon's property market, particularly within its industrial sector. These developments should align with the government's efforts to streamline business registration processes, a crucial step in positioning the Philippines as a competitive industrial hub in Southeast Asia. Improved infrastructure connectivity, combined with a strong focus on decentralization and simplified business registration, will undoubtedly benefit the South Luzon property market.
