A Brief History and Understanding of MOI – HCIS Directives

I am producing a series of HCIS Articles in my LinkedIn Account concerning HCIS SEC Security Directives and HCIS SAF Safety and Fire Protection Directives.
The main intention is to assist HCIS License approve Project Consultants and Contractors and future applicants in handling HCIS Industrial Projects.
I will try not to mention names of individuals and companies but concentrate more on the issues that arise and more importantly on the solutions and techniques when installing Integrated Security Systems for Industrial Facilities.
I welcome and am thankful for any additional information, comments, suggestions and most especially from critics because we learn more from our mistakes and in HCIS Projects, a single mistake may cost you millions of dollars and months to repair which would be costly and where some never recovered.
I am very fortunate to be part of an elite group who developed HCIS Versions 1 and 2 and also very privilege to have travelled annually to ARAMCO Main Gates and Command and Control Centers for Risk Assessments.

This is also to clarify the inquiries I received concerning HCIS License, HCIS project requirements and implementations, HCIS applications, and the blunders in the designs due to improper review by inexperience contractor designers and installation engineers.
I noticed in recent inquiries that even after 10 years in existence, License Applications of many Security and Safety & Fire Protection contracting and consultancy companies have not yet been approved. HCIS License is required in order to acquire industrial projects in Saudi Arabia.
5 YEARS IN ARAMCO INSTALLING INTEGRATED SECURITY SYSTEMS AND DEVELOPING HCIS VERSION 1
In 2008, while working in ARAMCO Dhahran as Project Engineer in Industrial Security Organization (ISO), our Team in Project Coordination Group was assigned to revise the Safety and Security Directives (SSD). In year 1980, Saudi Arabian government created SSD, which was the predecessor of HCIS SEC and SAF Directives, to protect its growing economy based on industrial facilities.
The HCIS Version 1 was approved for implementation in year 2010, which started the need to acquire HCIS License prior to landing a Security project and Fire Protection project for industrial facilities.
DEVELOPING HCIS VERSION 1 IN MOI-HCIS-CIPU
In 2012, I got transferred from ARAMCO to The Ministry of Interior, Riyadh, KSA to assist in the process of HCIS Projects.
Working as the Project Database Administrator, Systems Consultant and Project Engineer, we noticed that only few companies have been approved for HCIS License.
So in year 2013, our group in HCIS - CIPU, started to revise Version 1 and came out with Version 2 in year 2017. I left in 2015 when we finished and submitted the Draft copy. There is a more personal reason I left but we might deal with it later.
Later as a private contractor, I noticed that many of these HCIS License companies have suffered significant losses due to misunderstanding on the HCIS Application Directives SEC 01 and SAF 01 and inexperience of on-site installation procedures.
I hope these Articles help protect this country and their citizens including innocent lives of workers and their families from extremist and falsely guided individuals and from costly mistakes then at the same time save money for consultants and contractors of industrial projects.
