Bridging Talent Gaps in Malaysia’s OGSE Industry

The recent release of PETRONAS’s Activity Outlook 2025-2027 has certainly set the industry abuzz with talk on opportunities and the way forward, with talent emerging as among topics in the spotlight.

At MPRC, where we remain steadfast in our mission to strengthen and grow Malaysia’s OGSE industry anchored on the National OGSE Industry Blueprint 2021-2030 (OGSE Blueprint), talent development continues to be one of our most exciting focus areas. Part of the OGSE Blueprint goals is to ensure a sufficient pool of OGSE talent which can sustain the needs of the oil & gas industry which it serves.

Through close collaboration with key industry players and talent development agencies including PETRONAS , Secretariat of MOGSC , the Ministry of Higher Education, Talent Corporation Malaysia Berhad (TalentCorp) and industry training centres such as ADTEC Kemaman and Shah Alam as well as Sarawak Skills, MPRC has spearheaded initiatives to support workforce retention, career awareness and skills enhancement in the OGSE industry including:

  • Skilled Worker Retention Programme – Supported over 300 workers through the programme designed to retain experienced talents within the OGSE industry and mitigate skill drain.
  • OGSE Career Promotion – Engaged more than 2,000 individuals to raise awareness and attract new talents to explore careers in the OGSE industry.

MPRC is also working closely with PETRONAS and MOGSC to develop the Industry Talent Framework (InTAF) — a proactive initiative aimed at tackling workforce challenges and ensuring sustainability of the OGSE industry by strengthening its workforce. While still in its early stages, InTAF seeks to:

  • Identify talent gaps by job type and state – Providing insights into workforce shortages to support capability-building initiatives and facilitate the return of overseas talent.
  • Analyse the supply & demand of OGSE talent – Aligning workforce needs with industry demand using data from the PETRONAS Activity Outlook (3-year horizon).
  • Enhance workforce planning and policy development – Supporting policymakers, industry players, universities and TVET centres in shaping talent strategies and optimising project sequencing.

MPRC remains committed to strengthening Malaysia’s OGSE talent pipeline through strategic partnerships and impactful initiatives. By addressing workforce challenges today, we are ensuring a more resilient, competitive, and future-ready OGSE industry for tomorrow.
