AI introduces complex cybersecurity risks in banking, from data breaches to sophisticated fraud schemes. Large banks often have significant resources to invest in advanced cybersecurity measures and AI technologies, giving them an edge in early detection and mitigation of fraud. In contrast, smaller banks might struggle with resource constraints, making implementing equally robust AI solutions challenging.
For instance, a large multinational bank might deploy real-time transaction monitoring systems powered by AI to detect and prevent fraudulent patterns before they affect customers. Smaller regional banks, however, may rely on more traditional and less proactive measures due to budgetary limitations.
Inadequacies in Risk Management Frameworks
Despite the growing integration of AI in banking operations, many financial institutions have not fully adapted their risk management frameworks to address unique AI risks. The NIST AI Risk Management Framework, introduced in January 2023, is a critical guideline. However, there is a pressing need to expand this framework to include more detailed information on AI governance, especially tailored to the financial sector.
One major challenge is the practical implementation of comprehensive policies and controls for emerging technologies like generative AI—specifically, large language models. These relatively new models present unique challenges in evaluation, benchmarking, and cybersecurity assessment, necessitating a more dynamic approach to risk management.
Adoption and Safe Deployment of AI Technologies
Many banks opt for enterprise solutions that operate within their private virtual cloud networks to control their data and the security risks associated with AI. This approach ensures that sensitive information remains shielded from third-party AI providers.
Innovative technologies like the Retrieval-Augmented Generation (RAG) method are being adopted to improve the reliability of AI outputs. RAG helps minimize the risk of generating false information (hallucinations) and reduces the impact of outdated training data, which is critical for maintaining the integrity of AI-driven decisions in financial services.
Strategies and Recommendations for AI Risk Management
The financial sector clearly needs to develop standardized strategies for managing AI-related risks. This includes adequate staffing and training to handle advancing AI technologies effectively. Financial institutions should also advocate for and contribute to developing risk-based regulations that address the specific challenges posed by AI.
For example, regulatory measures could require banks to maintain certain levels of transparency in their AI operations and to conduct regular audits of their AI systems to ensure compliance with security standards.

This approach underscores the continuous governance of AI risk management throughout an AI system’s lifespan across the organizational hierarchy.
Transparency and Accountability
Transparency in AI operations is essential for improving human review processes and establishing accountability, particularly within teams that develop and manage AI systems. Effective documentation, proper system inventory, and robust communication channels are crucial for enhancing transparency throughout the organization.
Development of Tailored AI Risk Management Frameworks
Many financial institutions are now crafting AI-specific risk management frameworks that draw on existing guidelines like those from NIST, OECD AI Principles, and the Open Worldwide Application Security Project (OWASP). These tailored frameworks help institutions identify AI risks pertinent to their specific contexts and desired use cases, mapping these risks to existing controls and highlighting gaps that need addressing.
Integrating AI into Enterprise Risk Management
Integrating AI risk management functions horizontally across the enterprise allows financial institutions to cover a broad spectrum of risks posed by AI systems. Some institutions centralize AI risk governance under a single leader such as a Chief Technology Officer (CTO) or Chief Information Security Officer (CISO), while others may create AI-specific centers of excellence. This integration is most commonly observed across core functions like model risk, technology risk, cybersecurity risk, and third-party risk management, involving multiple business functions including legal, compliance, data science, and marketing.
Future Outlook and Preparing for Adversarial AI
As AI technologies become increasingly sophisticated, so do the potential threats from adversarial AI—techniques designed to deceive or manipulate AI systems. Banks must proactively implement strategies to detect and mitigate such threats, ensuring their AI systems are resilient against these evolving cybersecurity challenges.
As we venture further into the AI-driven era, it is imperative for all stakeholders in the financial sector to adeptly navigate the terrain of AI and cybersecurity. By updating practices, enhancing frameworks, and fostering a proactive regulatory environment, financial institutions can safeguard their operations, clients, and the broader financial ecosystem from the inherent risks posed by AI technologies. The journey is complex and ongoing, but with careful navigation and collaboration, the financial sector can turn potential AI threats into enhanced security and service opportunities.
