Breaking News | PGWP Eligibility Expands to Include New Fields of Study

The Immigration, Refugees and Citizenship Canada (IRCC) has recently broadened the fields of study eligible for the Post-Graduation Work Permit (PGWP).

As of December 17, 2024, programs related to early childhood education and development services are now included in the PGWP eligibility criteria.



Background on PGWP Fields of Study Requirements

Before this update, on October 4, 2024, IRCC outlined five major fields of study that aligned with occupational needs and were eligible for PGWP. These were:

  1. Agriculture and Agri-Food
  2. Caregiving
  3. Science, Technology, Engineering, and Mathematics (STEM)
  4. Skilled Trades
  5. Transportation

Now, IRCC has added Education as the sixth eligible category.

PGWP-eligible programs are grouped and listed based on the Classification of Instructional Programs (CIP) system, which categorizes educational courses in Canada. The update provides new opportunities for international students pursuing careers in education.



Who Does the PGWP Eligibility Apply To?

In September 2024, IRCC introduced new rules requiring international students to graduate from fields of study aligned with Canada’s long-term labor shortages to qualify for PGWP. This policy primarily applies to graduates of diploma or vocational university programs and does not affect undergraduate, master’s, or doctoral graduates.

Additionally:

  • Students who applied for a study permit before November 1, 2024, are exempt from the field-of-study requirements.
  • However, those who submit a new study permit application (e.g., due to changing schools or programs) after this date must adhere to the updated requirements.

This new policy is part of a broader set of changes introduced by IRCC in 2024 to address challenges in Canada’s immigration and labor market systems.



PGWP Language Requirements

IRCC also introduced language proficiency requirements for PGWP eligibility. These requirements vary depending on the level of study and are designed to ensure that international graduates are well-prepared for the Canadian workforce.


What Is the PGWP?

The PGWP is an open work permit allowing international graduates of eligible programs from Designated Learning Institutions (DLIs) to work for almost any employer in Canada.

The duration of the permit depends on the length of the completed program and ranges from 8 months to 3 years. For many international graduates, PGWP serves as a critical step toward permanent residency in Canada. Canadian work experience gained under a PGWP strengthens eligibility for programs like the Canadian Experience Class (CEC) and boosts Comprehensive Ranking System (CRS) scores in Express Entry.
