The PM Surya Ghar: Muft Bijli Yojana, approved by the Government of India on 29th February, 2024, aims to significantly enhance solar rooftop capacity across the nation. With an ambitious outlay of Rs 75,021 crore, spanning till FY 2026-27, this scheme empowers residential households to generate their own electricity. Administrative approval was granted through Order No. 318/17/2024-Grid Connected Rooftop on 16th March, 2024. In order to empower DISCOMs to effectively fulfill their roles as implementing agencies (SIAs) for the scheme, the PM Surya Ghar: Muft Bijli Yojana includes provisions designed to incentivize DISCOMs.
Implementation Structure:
The scheme operates through a National Programme Implementation Agency (NPIA) at the national level and State Implementation Agencies (SIAs) at the state level, wherein DISCOMs act as State Implementation Agencies. DISCOMs are mandated to implement facilitative measures like ensuring net meter availability, timely inspection and commissioning of installations, vendor management, and promoting solarization of government buildings. The scheme anticipates active participation from commercial and industrial sectors within DISCOM areas.
Incentivizing DISCOMs
To enhance DISCOMs' effectiveness and motivation as SIAs, the scheme includes provisions for incentivizing their efforts. Previously, incentives were provided under Component B of the Grid Connected Rooftop Solar (GCRT) Phase II Programme. With the integration of PM Surya Ghar: Muft Bijli Yojana, this component continues under the new scheme.
