???- Root Cause: Inadequate rehabilitation and reintegration programs.
???- Summary: The criminal justice system often focuses on punishment rather than rehabilitation, overlooking the need for programs that aid in reintegration into society. In addition, if the released prisoner reenters a situation that fosters despair and alienation, no one should wonder if crime is seen as the only available option.

I'd add that this is even more true for crime prevention and social / communal indicators, where early detection of desperation / alienation are picked up, instead of the crapshooting that we do today. I don't say everyone should hold out for everyone, as not everyone has the capacity (permanently or temporarily), but we should care about our social circles much-much-much more and pay attention to changes, issues (this is really just not more than 10-15 people around us, we cannot deal with more if we look at social studies in this area). We should truly, openly listen to those whom we claim matter to us and actively, truly help. Many will be surprised if they try this, how much time it actually takes to do this, given the dire state of our societies atm. Same is true for (sometimes very) young criminals, who are being prosecuted while no one really looks into their family / community situation and how they got to the level of desperation to commit a crime...let alone discussing your point of proper rehabilitation that would solve their problems and they could re-enter society with better chances.
