Immigration Refugees and Citizenship Canada (IRCC) has sent Invitations to Apply (ITAs) in the latest Canada Express Entry draw.
The department issued 2,985 ITAs in a Provincial Nominee Program (PNP)-only draw.
Candidates needed a minimum Comprehensive Ranking System (CRS) score of 676.
This is the first Express Entry program-specific draw since the introduction of category-specific selection draws in June 2023. Program-specific draws focus on candidates present in the Express Entry pool who have applied through a specific permanent residency program, and are not used quite as often as general draws.
Today’s draw wasn’t conducted on April 24, because there was a one-month break from draws.
IRCC did not provide a reason for the break. However, in response to an Access to Information Request late last month, IRCC stated that “all draws this year will be according to a set schedule which will not be public”. IRCC also stated that “volumes and size of draws will depend on admissions targets for 2024 and 2025” and that “processing capacity will also be a factor”.
Before the break, there were four draws in April. The first April draw saw 1,280 candidates invited in a general draw on April 10. The following day 4,500 ITAs were issued to Express Entry candidates in a category-based selection draw for STEM occupations.

The third and fourth draws took place on April 23 and 24. On April 23, IRCC invited 2,095 candidates in a general draw. Then on April 24, 1,400 candidates were invited in a French proficiency category-based selection draw.
French proficiency is the primary occupation category for upcoming category-based selection draws in 2024, according to the latest Access to Information Request. IRCC cites strong employment rates for bilingual candidates as the reason and points out that French proficiency often commands higher CRS scores thus improving chances for successful economic settlement.
STEM occupations represent the second largest number of ITAs at 25%. The third highest category is healthcare occupations at 15%. Transport, trades, and agriculture/agri-food will represent 5% or less of all ITAs issued in category-based draws this year.
The remaining 21.5% of ITAs were expected to be issued in general draws. Interestingly, there was no mention of program-specific draws.
