I love your thoughtful analysis of the complexities and overlapping / shared responsibilities of Ops roles with other roles, specifically Product. It's definitely a newer role and its definition is very much dependent on the organization it's in, as well as the culture of that organization (I agree 100% with you about the importance of culture over tactics).
