The Compulsory Registration Scheme was introduced by the Bureau of Indian Standards in 2012 with a specific set of agendas. Benchmarking the quality standards of Electronic and IT goods with BIS parallel testing was one of those.?

Initially, BIS issued guidelines for parallel testing of Electronics and IT Goods falling under the CRS Scheme, on December 19, 2022, on mobile phones. The initiative of conducting parallel lab tests taken in October 2012 was launched as a part of the pilot project for six months.?

Initially, the Ministry of Electronics and Information Technology mandated 15 categories of electronic and IT goods for parallel lab tests ?

Later, it pushed another 13 electronic product categories in August 2017.??

However, the low inflow of applications in the pilot project compelled BIS to extend the list of Electronic and IT goods further by adding two more product categories – Wireless earphones and headphones, Laptop/Notebook/Tablet.?

Eventually, the Bureau of Indian Standards mandated BIS parallel testing guidelines from 9th January 2024, on Electrical and IT Goods, covered under the CRS Order, 2021.?

The primary agenda of BIS behind launching this initiative is to turn the pilot project into a permanent scheme slowly.??

BIS Parallel Testing on Electronic & IT Goods- Key Highlights??

  • BIS Parallel testing is mandated on all electronic and IT goods under the CRS scheme to make the testing process easy and simple??
  • Submission of applications for testing electronic and IT items under the CRS Order, 2021 is voluntary for now. It is applicable for manufacturers of electronic and IT products
  • Every electrical and IT component covered under CRS can be tested in BIS-recognized labs? ?
  • Labs can issue a Test Report only after testing the first component
  • The test report number along with the name of the lab will be mentioned in the test report of the second component?
  • The same procedure will be followed while testing subsequent components and the final product
  • Manufacturers must bear the total risk of testing the components (including cost). The rule is applicable if, BIS fails to proceed with Parallel testing for submitting an incomplete test report.??
  • No manufacturer shall sell any Electronic and IT products without valid BIS parallel testing Standards.??


Few Ways to Conduct Parallel Testing on Mobile Phones as per BIS?

A Manufacturer of mobile phones may require the following components for making a mobile phone-?

  1. Cell?
  2. Battery?
  3. Power Adapter?


All of these electronic and IT components covered under the Compulsory Registration Scheme are sent for testing in any BIS/BIS-recognized lab by considering the following principles-?

  • BIS-recognized labs can initiate the testing of batteries without R- number of cells?
  • Lab mentions the test report number along with the name of the lab, instead of the R-Number of the cell in the final test report of the battery?
  • The lab can initiate testing of mobile phones without R number of cell, battery and adaptor
  • The test report number/numbers and name/names of components will be mentioned in the final test report of the mobile phone?
  • Respective BIS lab can evaluate the test report of the cell and issue the test report of the battery.?
  • Labs also have the leverage to evaluate test reports of the battery and adaptor now, before issuing test reports of mobile phone?
  • Manufacturers are leveraged to submit applications for lab tests in parallel for BIS registration of components covered under the CRS Scheme?
  • BIS licence for mobile phones will be issued only after the assurance that every component involved in manufacturing a final product (mobile phone e.g.) are BIS-registered
